The Judicial Appointments Commission (JAC) is an independent body that selects candidates for judicial office in courts and tribunals in England and Wales, and for some tribunals with UK-wide jurisdiction. The JAC was set up in 2006 to maintain and strengthen judicial independence and to make the appointments process clearer and more accountable. About the Audit Committee
The Committee membership comprises three JAC Commissioners, of which one is the Chair, and an independent member. As well as the Chief Executive, senior leaders covering the main areas of JAC operations and policy will be present. Additionally, there will be representatives from the National Audit Office and Government Internal Audit Agency.
The Audit and Risk Committee examines all aspects of the JAC's governance arrangements, providing the CEO and his team with appropriate challenge and the Commission Board with assurance.
The Committee meets quarterly over the course of a financial year, with meetings in April, July, October and January. The Committee will also convene a separate meeting to consider the Annual Report and year-end accounts, normally in June of each year.
Two members shall be present for a meeting of the Committee to be deemed quorate.
As part of the Audit Committee, as the independent member you will:
- Consider and comment on the annual internal audit strategy and annual audit plan.
- Consider and comment on reports from on internal audit reviews undertaken in accordance with the Annual Audit Plan.
- Consider any significant issues arising from external or internal audit work.
- Consider and comment on the Government Internal Audit Agency’s annual report and assurance opinion.
- Monitor and comment on the effective development and operation of risk management policies in the JAC.
- Monitor and comment on the JAC’s arrangements to protect itself from fraud and corruption, including the Counter Fraud Strategy and the Whistle Blowing Policy.
- Review and approve the CEO’s Annual Governance Statement.
You will be expected to attend at least 3 of the 4 main meetings per year. Meetings will usually take place at the end of January, April, July and October, with an additional shorter meeting in June. They will usually be held in the JAC’s office which is located at Clive House, 70 Petty France, London, SW1H 9EX. Following the outbreak of Covid-19, the JAC has conducted its meetings successfully via Microsoft Teams. The option to join meetings via video link will continue to be possible for all attendees who are either unable to attend in person or who may find this a more effective use of time.
Meetings will last approximately 2 hours and time will also be needed before each meeting for preparation, including reading time.
You will be a person who has experience of working in a medium / large organisation at a senior level or other experience which would give similar benefits.
Financial management experience (accountancy, audit or management of a large budget) would be advantageous.
You will have:
- an ability to understand complex issues and the importance of accountability and probity in public life.
- an ability to analyse and question written and verbal reports on audit and risk management activities
- an ability to demonstrate integrity and discretion
- effective interpersonal skills
- be able to maintain strictest confidentiality of sensitive information Knowledge
All members of the Audit Committee should have, or should acquire as soon as possible after appointment:
- an understanding of the objectives and key activities of the JAC
- an understanding of JAC’s structures and responsibilities, including key relationships with partners, businesses and organisations
- an understanding of the organisation’s culture
- an understanding of any relevant legislation or other rules governing the organisation
- an understanding of corporate governance arrangements in place across the JAC
- an understanding of the government environment generally
- an understanding of risk management.
While there is no fee attached to this role, reimbursement of reasonable travel and subsistence costs will apply.
