The JAC has been asked to identity one candidate to recommend as the President of the Welsh Language Tribunal. 

Who can apply

This exercise is open to solicitors and barristers with at least 10 years post qualification legal experience.

Candidates must be able to understand, speak, read and write both Welsh and English to a standard which will enable that person to conduct the business of the Tribunal through the medium of both languages.

In addition, candidates will need to have an understanding, or the ability to acquire the understanding, of the administration of justice in Wales, including legislation applicable to Wales and Welsh devolution arrangements.

Candidates must be under 70 years at the date of appointment.

About the role

The Welsh Language Tribunal is an independent tribunal that deals with appeals against the Welsh Language Commissioner’s decisions in relation to Welsh Language Standards.

The President is the judicial head of the Tribunal and has responsibility for the effective functioning of the tribunal. The President is responsible for managing the work of the members and will also make decisions in relation to appeals and complaints.

The President must maintain high standards of independent decision making and effective case management.  In addition, they will work with the Tribunal administration to ensure that it is run efficiently and effectively within its resources.

The Tribunal administration is located in South East Wales.  Candidates must be available to work throughout Wales and be able to stay overnight where necessary. Although there will be no guarantee of a minimum number of working days, the post holder will usually be required to be available for the equivalent of approximately 25 days per year.

Throughout the selection process, candidates will be assessed against a competency framework specifically tailored to the role of President of the Welsh Language Tribunal. The competencies list the ways in which a person demonstrates the required skills and abilities when working effectively in post.
